Canada Imposes 25% Surtax on Chinese-Origin Steel and Aluminum

In a Customs Notice published on July 31, 2025, the Government of Canada has announced a 25% surtax on certain steel and aluminum imports, effective immediately. The new measure applies specifically to steel that is melted and poured in China, and aluminum that is smelted and cast in China.

This action comes in response to ongoing global overcapacity in steel and aluminum production, the prevalence of non-market practices in these sectors, and continued U.S. trade restrictions, particularly tariffs imposed under Section 232 of the U.S. Trade Expansion Act of 1962.

To comply with the surtax regulations, importers must provide documentation such as certificates, reports, or commercial invoices that clearly verify the origin of the steel or aluminum. If such documentation is not provided, the goods will be automatically classified as Chinese-origin and subject to the surtax.
