BIS Makes Revisions to Implement 2018 Wassenaar Changes

On September 10, 2020, the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) issued a Final Rule in the Federal Register announcing several revisions to the Commerce Control List (CCL) and Export Administration Regulations (EAR). The modifications “…implement the changes made to the Wassenaar Arrangement List of Dual-Use Goods and Technologies and Munitions List” agreed upon by the participating governments in 2018.

The changes include:

  • Revisions to 28 existing Export Control Classification Numbers (ECCNs);
  • Revisions to license exceptions for four ECCNs;
  • Creation of one new ECCN; and
  • Revisions to certain reporting requirements.

The rule is effective September 11, 2020.
