BIS Issues Export Control Rule FAQs Regarding Certain Advanced Computing and Semiconductor Manufacturing Items

On October 28, 2022, the Department of Commerce’s Bureau of Industry and Security (BIS) published Frequently Asked Questions (FAQs) on the new interim export controls related to advanced computing and semiconductor manufacturing equipment. Those controls entered into force in October 2022. The document includes guidance on topics such as:

  • Who is considered a “U.S. Person”;
  • When a license is required; and
  • The meaning of several terms within the context of the new controls.
