ACE Deploys New Drawback Error Validations

In a Cargo Systems Messaging Service (CSMS) bulletin published on April 21, 2026, U.S. Customs and Border Protection (CBP) announced the implementation of two new error messages in the Automated Commercial Environment (ACE) applicable to certain drawback claims filed under 19 U.S.C 1313(a) and 19 U.S.C. 1313(b).

The new validations apply to medium and heavy-duty vehicle parts (MHDVPs) and automobile parts (products of South Korea) claimed under direct identification manufacturing drawback. Error code FD12 – “232 CLM NOT ALLOWED” will be generated when a drawback claim reflects a claim date prior to November 1, 2025. Error Code FD13 – “EXCESS 232 DTY CLMD” will be generated when the drawback claim “is not reported with both the eligible 232 HTS# and the Chapter 1-97 HTS# and when the requested claim amount exceeds the available money on the entry summary line.”
