Single Window (VUCEM) Contingency

On September 9, 2024, several customs brokerage associations issued diverse communications indicating that the Mexican Single Window (VUCEM) was operating under a contingency scheme. 

When a contingency is declared, foreign trade users must operate under the procedures established by the “Contingency Program of the Single Window”.

Some ports of entry reported that the contingency phase was concluded, however, it was recently activated again.

At the moment no official communication or press release has been issued on the Mexican Single Window website, on the Tax Administration Service (SAT) website, or on the National Customs Agency of Mexico (ANAM) website, indicating what is causing this situation.

As a result of the above, there are challenges and delays in foreign trade operations, some examples of these are:

• Errors in the customs entry (pedimento) validation process
• Slow and intermittent operations
• Problems to generate Electronic Value Vouchers (COVEs) and in the digitalization of e-documents
• Failure in the implementation of the VUCEM´s contingency program
• Restricted schedules in some customs facilities to process operations
• Extensive vehicular traffic at the border

So far, no port of entry has closed its operation due to the contingency.
