France and Spain announce plans for relaxed restrictions. Norway introduces regulations on drugs and personal contamination equipment. Kazakhstan extends its state of emergency.

France
France's lockdown will end on a national basis instead of region by region. On May 11, 2020, most businesses will re-open, except restaurants, bars, and cafes.

Spain
The government announced that the relaxation of restrictions will begin on May 4, 2020 and will follow a phased approach starting with lifting minor restrictions on movement within the country.

Norway
The Norwegian Medicines Agency has introduced a duty to notify and prohibit parallel exports of certain drugs.

As of April 29, an export permit from the Directorate of Health is required to export personal contamination equipment including mouthwashes, goggles, disposable gloves, and protective suits. These items can be exported without a permit to the European Union (including the United Kingdom), European Free Trade Association countries, the Faroe Islands, Andorra, Monaco, San Marino and the Vatican City.

Kazakhstan
The Head of State announced an extension of the nationwide state of emergency to May 11, 2020.
