In a Federal Register Notice (FRN) published on September 9, 2025, the U.S. Department of Commerce and the Office of the Unites States Trade Representative (USTR) announced the implementation of tariff exemptions that were implemented as part of the trade deal framework that was agreed upon with the European Union (EU).
Under the framework, new tariff headers for EU passenger vehicles and light trucks have been created based off of the most-favored nation duty rate. With most-favored nation duty rates of over 15% to be filed under subheading 9903.94.50, and rates under 15% will use 9903.94.51.
The FRN reviews hundreds of subheadings that are exempt from reciprocal tariffs for unavailable natural resources, certain essential oils, civil aircraft, and civil aircraft parts. The civil aircraft and aircraft parts will also be exempt from Section 232 duties on copper, aluminum, steel, and their derivatives.
These modification to the Harmonized Tariff Schedule of the United States went into effect the day of publication in the Federal Register.
