On February 19, 2016 the U.S. International Trade Commission (USITC) announced in a news release its decision to leave in place the existing antidumping and countervailing duty orders on imports for seamless carbon and alloy steel standard, line, and pressure pipe from China.

According to the release, if the orders were revoked it would “lead to continuation or recurrence of material injury within a reasonably foreseeable time.”

The above determinations were made during the USITC's five-year "sunset" review process. As required by the Uruguay Round Agreements Act, existing antidumping or countervailing duty orders must be revoked after five years unless the Department of Commerce determines that a continuation or recurrence of dumping/subsidies are likely, and the USITC determines material injury to U.S. industry will result.
