USDA Temporarily Waives Certain Provisions Under The Refined Sugar Re-Export Program

On a Federal Register notice filed on April 30, 2013, the Office of the Secretary of the Department of Agriculture (USDA) issued a notice announcing that they will be waiving certain conditions listed on the Refined Sugar Re-Export Program.

According to the notice, "these waivers will facilitate a re-balancing of re-export program license amounts and provide greater flexibility to offset exports and transfers with raw sugar imports."

The temporary changes listed on this notice are:

  • USDA will temporarily allow license refiners to transfer program sugar from their license to another licensed refiner's license until September 30, 2013
  • USDA will temporarily increase the limits for raw cane sugar refiners from 50,000 metric tons to 100,000 metric tons raw value of credits until December 31, 2014. After this date, the limit will return to 50,000 metric tons raw value of credits. This notice makes no changes to the metric ton raw value limits for debits.

The notice will be published and will become effective on May 1, 2013.
