In its decision published on January 29, 2014, the Court of International Trade denied a request to contest a scope ruling issued by the Department of Commerce (DOC) concerning wooden bedroom furniture, in December, 2012.
In the scope ruling, the DOC determined that wooden headboards and footboards imported from China for hospital beds are within the scope of the Antidumping order on Chinese bedroom furniture.
In its decision (Slip Opinion 14-9, dated 1/29,14), the CIT argues that, "the scope language does not further define ‘bedroom’ " and because the bed components are specifically mentioned by name in the language, DOC’s interpretation of the scope language was reasonable, and did not require use of the merchandise in a bedroom.
