On July 27, 2012, the Department of Commerce's International Trade Administration (ITA) issued a fact sheet announcing the preliminary determination of Anti-dumping Duties on imports of utility scale wind towers from China and Vietnam, which are expected to become final in December of this year.
The fact sheet explains that "The merchandise covered by these investigations is utility scale wind towers which are the steel towers that support the nacelle (an enclosure for an engine) and rotor blades for use in wind turbines that have electrical power generation capacities in excess of 100 kilowatts."
According to the ITA, the preliminary dumping rates would be 72.69% for China and 59.91% for Vietnam. The Department of Commerce will request Customs and Border Protection (CBP) to require a cash deposit based on preliminary rates.
The investigation mentioned the document covers tariffs 7308.20 and 8502.31.
