As a reminder, effective August 1, 2014, all merchants importing goods into Puerto Rico must register with the Puerto Rico Treasury Department for Sales and Use Tax (SUT) purposes, and will be required to submit an electronic declaration in order to obtain a customs release.
Additionally, according to Internal Revenue Circular NO. 14-05, “All carriers will be required to electronically transmit the Manifest to the Bureau of Consumption Tax (“NIC "). The carrier is responsible for the correction and accuracy of information included in each manifest transmission or as is referred: “Conocimiento de embarque”. The system that processes the manifest electronically is known as Contributory System of the Department ("SISCON")”
Importers will conduct transactions related to SUT through the Integrated Merchants Web Application (PICO), in which importers can perform the following:
- File, prepare, and pay the use tax declaration (Form SC 2970)
- File the new Use Tax on Imports Monthly Return (Form2915.1D)
- File the Sales and Use Tax Monthly Return (Form AS 2915.1A)
- Obtain access to historical filing data of declarations and returns
