Marine Terminal Operators to Increase Traffic Mitigation Fee

On June 30, 2015, the West Coast Marine Terminal Operators Agreement (WCMTOA) announced increased rates for the Traffic Mitigation Fee (TMF) at the Ports of Los Angeles and Long Beach, effective August 1, 2015. The TMF was introduced in 2005 to minimize daytime congestion, and its proceeds help pay for the night and Saturday terminal shifts.

According to a release by Pier Pass, “the TMF will be increased from $66.50 per TEU (twenty-foot equivalent unit) to $69.17 per TEU or $138.34 per forty-foot container. The increase will sustain continued operation of PierPass OffPeak gates amid labor cost increases.”

WCMTOA regularly reviews and amends the TMF to accommodate for changes in labor costs. The last TMF adjustment occurred in August 2013.

The fee applies to all non-exempt containers moved during peak hours, Monday through Friday, 3 a.m. to 6 p.m.
