The Brazilian Ministry of Agriculture, Livestock, and Food Supply (MAPA) recently released a new rule to implement additional enforcement procedures for existing wood packaging requirements. This rule requires confirmation of International Standards for Phytosanitary Measures (ISPM) 15 adherence on each bill of lading. The proposed implementation will apply to Export Cargo from Brazil, Import Cargo to Brazil, and cargo transitioning through Brazil (passage or transshipment).
For the ISPM 15 regulations, the shipper must indicate if the shipment contains wood packing and if yes, indicate the type of wooden packing. Any goods containing packing that are found to have the presence of live quarantine pests or signs of active pest infestation will be quarantined and returned to the origin country under consignee responsibility. Any goods wrapped in packages and wooden supports that feature non-compliant materials may be allowed admittance if the shipment can be separated from the non-compliant material, however, the non-compliant packaging must be exported.
