ITA Revokes ADD Orders on Ball Bearings from Japan and UK

In a Federal Register notice published on March 26, 2014, the International Trade Administration (ITA) announced that the antidumping duty orders on ball bearings and parts thereof from Japan and the United Kingdom are being revoked, effective September 15, 2011.

On January 2, 2014, the Department of Commerce initiated the sunset reviews of these antidumping duty orders but received no notice of intent to participate by any domestic interested parties. As such, the Department has revoked the orders and instructed U.S. Customs and Border Protection (CBP) to terminate the suspension of liquidation and collection of antidumping duties on subject merchandise entered on or after September 15, 2011.

The ITA performs a review every 5 years after the date of publication of an antidumping or countervailing duty order, known as a sunset review, in order to determine whether revocation of the order would be likely to lead to continuation or recurrence of dumping or a countervailable subsidy and of material injury. By law, if no response is received from interested parties the ITA is required to revoke the order.

The Antidumping duties were originally dismissed on July 15, 2011, following the decision of the Court of International Trade (CIT), but on May 16, 2013, the United States Court of Appeals for the Federal Circuit (Federal Circuit) reversed the CIT's decision.
