he Civil Aviation Department (CAD) in Hong Kong has announced that enhancements will be made to their Air Cargo Regulated Agent Regime program (RAR), in accordance with security standards set forth by the International Civil Aviation Organization (ICAO), effective 15 July, 2013. These enhancements include a new Known Consignor Declaration of Compliance requirement for known consignors, introduction of an account consignor concept, and an extension of RAR requirements to include cargo loaded on all-cargo aircrafts.
As a result of these changes, existing Known Consignor (KC) statuses will expire on 15 July, 2013. To retain KC status, shippers must comply with the CAD’s security requirements for known consignors, which is outlined in the Requirement Document for Consignor, and must submit a Known Consignor Declaration of Compliance to its partnering Regulated Agent (RA).
The CAD has also introduced account consignor status to the RAR. Shippers can now obtain account consignor status by submitting a new Account Consignor Declaration of Compliance to the Regulated Agent. Shipments tendered by an account consignor may only be loaded onto all-cargo aircrafts.
After 15 July, 2013, shipments received from unknown consignors (shippers with neither a known consignor nor account consignor status) cannot be loaded onto a passenger or all-cargo aircraft unless additional security measures as acceptable to the CAD have been applied.
