GAC Announces Revisions to Import/Export Declaration Form

On March 28, 2016 the General Customs Administration (GAC) of China published Announcement No. 20, announcing revisions to the Import / Export Declaration Form which has been in use for over 20 years, with the last revision being done in 2008.   The announcement was published on March 28, 2016 with an effective date of March 30, 2016.

According to the announcement, the revisions on the declaration form affect a wide range of data fields, including:

  • Adjusted fields - Contract Number, Declared Entity, Mode of Transport, Recordation Number, License Number, etc.
  • Added fields - Trading Country, Country of Origin/Country of Final Destination, and other declared items such as Special Relation Confirmation, Price Impact Confirmation and Royalty Payment Confirmation, etc.
  • Deleted fields - Foreign Exchange Permit Number, Customs Remarks, Release Date, Declaration Form Print Date, Broker Contact Information, etc.
  • Maximum number of line items have now expanded from 20 to 50 lines per entry 

Import and Export Declarations cannot be submitted unless all the revised and required information is filled starting March 30, 2016.
