On a Federal Register notice published on August 23, 2013, the Federal Motor Carrier Safety Administration (FMCSA) issued a final rule which establishes the Unified Registration System (URS), a new electronic on-line tool aimed to consolidate the registration process through one system.
In the notice, FMCSA explains the new URS "will improve the registration process for motor carriers, property brokers, freight forwarders, IEPs, HMSP applicants and cargo tank facilities required to register with FMCSA, and streamline the existing Federal registration processes to ensure the Agency can more efficiently track these entities."
Some of the most significant provisions of the final rule are:
- Clarification on entities required to register in the URS
- Application Process
- Requirements on updating information in the URS
- User fees
- Transfers of operating authority
The majority of provisions in the final rule will become effective on October 23, 2015. The exceptions are provision requiring a biennial update to the FMCSA, along with the enforcement provision, which become effective on November 1 of this year.
