CBP Publishes ACE Filing Instructions for Additional PGAs

On May 12, 2015, U.S. Customs and Border Protection (CBP) issued Cargo Systems Messaging Service (CSMS) #15-000273 announcing the availability of numerous Message Set Implementation Guidelines (IGs) for all Partner Government Agency (PGA) requiring electronic submission of data in the Automated Commercial Environment (ACE) effective November 1, 2015.

The message sets have been established and are ready for coding for the following agencies:

  • Agriculture Marketing Service (AMS) CATAIR Guidelines
  • Alcohol & Tobacco Tax & Trade Bureau (TTB) ACE Filing Instructions for TTB Regulated Commodities
  • Animal and Plant Health Inspection Service (APHIS) Adapted Data Element Record Layout (Multiple Program/Non-Lacey Act)
  • APHIS Lacey Act Declaration ACE Guidance for Trade
  • Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) Supplemental Guidance for ACE
  • Directorate of Defense Trade Controls (DDTC) Implementation Guide
  • Environmental Protection Agency (EPA) Supplemental CATAIR Guidelines
  • EPA PGA Message Set Samples Pilot Program
  • Food and Drug Administration (FDA) Supplemental Guidance
  • National Highway Traffic Safety Administration (NHTSA) PGA Message Set Manual
  • National Marine Fisheries Service (NMFS)
  • USDA Food Safety Inspection Service (FSIS)

CBP clarifies that, “the PGA Message Set IGs have been reviewed by the Trade/PGA Working Groups and are posted on cbp.gov as “Ready for Coding”.  As revisions are required, updated versions will be posted on cbp.gov and a CSMS announcement will be issued clarifying the updates.”
