On March 4, 2016 U.S. Customs and Border Protection (CBP) released Cargo Systems Messaging Service (CSMS) #16-000269 providing clarification on filing type 11 entry/entry summaries in the Automated Commercial Environment (ACE).

According to the message, “informal entries will NOT be subject to the APHIS Lacey Act declaration requirement.” The ACE transition timeline will continue with type 11 entries and entry summaries that do not include Partner Government Agencies (PGA) other than National Highway and Traffic Safety Administration (NHTSA) being required in ACE beginning March 31, 2016 (entry summary) and May 28, 2016 (entry).
