CBP Proposes Expanded Definition of Importer for ISF Filings

In a Federal Register Notice (FRN) published on July 6, 2016 U.S. Customs and Border Protection (CBP) announced a notice of proposed rulemaking (NPRM) that would expand the definition of Importer Security Filing (ISF) Importer for certain types of shipments, including FROB, IE, T&E, and FTZ.

In CFR 19 149.1 the definition for an ISF Importer is, “the party causing goods to arrive within the limits of a port in the United States by vessel.” In the proposed rule this would expand for IE, T&E, and FTZ to also include the goods’ owner, purchaser, consignee, or agent such as a licensed customer broker and in the case of FROB shipments to include NVOCCs.
