CBP Initiates In-Transit Manifest Pilot

On April 27, 2016 U.S. Customs and Border Protection (CBP) released Cargo Systems Messaging Service (CSMS) #16-000338 announcing Federal Register Notice (FRN) 81 FR 24837 had been published, which will initiate a National Customs Automation Program (NCAP) test pilot.

The In-Transit pilot will allow truck shipments that originate and are destined to Canada, but transit through the United Stated to electronically submit no later than 30 minutes before crossing, “an in-transit manifest with a relaxed validation for the value data element and they will not have to provide the Harmonized Tariff Schedule (HTS) number.” Those participating in the pilot will be given a filing code that tags them as participants.

This new in-transit pilot will begin on May 27, 2016 and will continue for six months. The ports effected by the pilot, include Port Huron, Michigan; Pembina, North Dakota; and Blaine, Washington.
