CBP Amending PSC Applications in ACE

In a Federal Register notice to be published on November 19, 2013, U.S. Customs and Border Protection (CBP) is announcing modifications and enhancements to the Entry Summary, Accounts and Revenue (ESAR IV) test program in regards to post-summary corrections (PSCs) for entries filed in the Automated Commercial Environment (ACE). The update will allow the original entry filer, as well as the PSC filer, to obtain full access to all entry data.

According to the notice, “The modifications to the ESAR IV test program will allow filers greater access to data filed in ACE as it relates to the original entry and any subsequent PSC, limit certain additional data elements from being changed via PSC, and preclude a PSC on any entry that has been protested or where merchandise covered by the original entry has been conditionally released and its right to admission has not been determined.”

The notice also announces three data elements to be added to the list of elements that cannot be changed via PSC:

  • Date of Entry
  •  Bond
  •  Surety Code

The modifications will become effective on December 19, 2013.
