BIS Updates EAR to Align with MTC

In a Federal Register notice to be published on April 4, 2016 the Bureau of Industry and Security (BIS) will announce an amendment to the Export Administration Regulations (EAR) to better align with the changes made to the Missile Technology Control Regime (MTCR) Annex.

Six Export Control Classification Numbers (ECCNs) will be revised to better connect the MT controls listed on the Commerce Control List (CCL) with the MTCR Annex. According to the notice an additional rule will, “add a new paragraph to the section of the EAR that specifies which changes to a license are considered “non-material.”

The changes to the EAR will become effective on April 4, 2016 when the notice is published in the Federal Register. The full notice can be viewed here
