BIS Implements Final Rule for Commerce Control List

In a Federal Register Notice (FRN) published on July 28, 2016 the Bureau of Industry and Security (BIS) in collaboration with the Department of State (DOS) announced the initiation of a final rule that will amend certain articles on the International Traffic in Arms Regulations (ITAR) United States Munitions List (USML) and move them to the Commerce Control List (CCL).

The articles that have been determined to no longer require control are listed under Category XIV (Toxicological Agents, Including Chemical Agents, Biological Agents, and Associated Equipment) or Category XVIII (Directed Energy Weapons). This rule will allow NATO member and other multiple-member-regime countries to have greater flexibility for exports and reexports.

This final rule that will move these selected items to the CCL will go into effect on December 31, 2016.
