BIS Implements Changes from Wassenaar Arrangement to CCL

In a Federal Register notice published June 20, 2013, The Bureau of Industry and Security (BIS) issued a final ruling revising the Commerce Control List (CCL) in order to implement changes made to the Wassenaar Arrangement's List of Dual-Use Goods and Technologies and amend the General Software Note, among other changes.

In the notice, BIS explains that "The Wassenaar Arrangement (WA) on Export Controls for Conventional Arms and Dual-Use Goods and Technologies is a group of 41 like-minded states committed to promoting responsibility and transparency in the global arms trade, and preventing destabilizing accumulations of arms."

The changes being made to the CCL, in order to harmonize it with the changes made to the Wassenaar List, include:

  • Amendments to entries on the CCL that are controlled for national security reasons in Categories 1, 2, 3, 4, 5 Parts I & II, 6, 7, and 9
  • Revisions to reporting requirements
  • Additions, removals and amendments to definitions in the EAR

The rule will become effective on the day of publication.
