BIS and Dept. of State Proposes Changes to USML Category XV - Spacecraft Systems and Related Articles

On May 24, 2013, the Department of State and the Bureau of Industry and Security (BIS) issued concurrent notices of proposed rulemaking to amend the International Traffic in Arms Regulations (ITAR) in order to revise Category XV - Spacecraft Systems and Related Articles - of the U.S. Munition List (USML) as part of the Export Control Reform initiative.

In their notice, BIS explains that "this proposed rule describes how certain articles the President determines no longer warrant control under United States Munitions List (USML) Category XV—spacecraft and related items—would be controlled on the Commerce Control List (CCL)."

BIS is proposing that under the CCL, the items moving from the USML would be controlled by new Export Control Classification Numbers (ECCN) 9A515, 9B515, 9D515, and 9E515, and some existing ECCNs.

Comments on the notices must be received by BIS and the Department of State before July 18, 2013.
