BIS Amends Licensing Regulations for Syria

On a Federal Register notice published on July 23, 2013, the Bureau of Industry and Security (BIS) issued a final rule amending the Export Administration Regulations (EAR) to include a limited waiver regarding licenses for Syria.

The final rule explains that "The waiver authorizes BIS to issue licenses on a case-by-case basis for the export or reexport of certain commodities, software, and technology necessary for the support of the Syrian people."

Some of the commodities under this limited waiver are:

  • Water supply and sanitation
  • Agricultural production and food processing
  • Power generation
  • Oil and gas production
  • Construction and engineering
  • Transportation
  • Educational infrastructure

This rule became effective on July 23, 2013.
