APHIS Clarifies Certain Animal Export Certificate Requirements

In a Federal Register Notice (FRN) to be published on October 26, 2016 the Animal and Plant Health Inspection Service (APHIS) will issue an amendment to a previously issued final rule that will clarify the certificate requirements for certain livestock items intended for export.

This amendment is offering the clarification that APHIS must be the entity to endorse export health certificates for “any animal other than livestock or for any animal semen, animal embryos, hatching eggs, other embryonated eggs, or gametes intended for export.” This regulation previously stated the “competent veterinary authority of the United States” could endorse the certificate, causing confusion on the correct endorsing entity.

This clarification on APHIS being the correct entity to endorse certificates will go into effect on the date of publication in the Federal Register.
