AESTIR Updated to Include Proposed Changes to FTR

On February 27, 2013 the U.S. Census Bureau published AES Broadcast #2013016 announcing that the Automated Export System Trade Interface Requirements (AESTIR) had been updated to include proposed revisions to the Foreign Trade Regulations (FTR).

The FTR governs the export reporting requirements of the Electronic Export Information (EEI), and the AESTIR is used to communicate the format of the EEI transmission. The proposed rule to amend the FTR was first published January 21, 2011 with the final rule expected to be published soon. Changes include the addition of data fields related to export license value and Ultimate Consignee type, and a reduction in post-departure filing from ten calendar days to no later than five calendar days from the date of exportation.

According to the AES Broadcast message, “The AESTIR changes will become final upon publication of the FTR final rule. However, due to the Automated Export System (AES) upgrade, changes to the AESTIR will be effective at the completion of the upgrade. The AES upgrade is tentatively scheduled for completion after 09/30/2013 and a specific date for Fall 2013 will be given at a later time.”
