Mexico Expands List of Essential Chemicals with Dual Use in Narcotics Production

On April 28, 2022, in the Diario Official, Mexico’s Secretary of the General Health Council added 58 chemicals to the list of chemical products with dual use in the illicit production of narcotics. The additions were made in an effort to control the production, preparation, disposal, acquisition, import, export, transport, storage, and distribution of chemical precursors, essential chemical products, and machines to make capsules or tablets, in order to avoid their diversion for the illicit production of narcotics. The list identifies these goods by their commercial names rather than by HTS code. The enforcement date was the day following publication.
