On August 3, 2023, India’s Department of Commerce released Notification No. 23/2023, which amends its Import Policy for items classified under HS Chapter 84, Schedule I. Effective November 1, 2023, the following items are restricted from entering India without an import license:
- ITC (HS) 84713010 Personal computer
- ITC (HS) 84713090 Other
- ITC (HS) 84714110 Microcomputer
- ITC (HS) 84714120 Large or mainframe computer
- ITC (HS) 84714190 Other
- ITC (HS) 84714900 Other automatic data processing machines-Other, presented in the form of systems
- ITC (HS) 84715000 Processing units other than those of subheading 8471.41 or 8471.49, whether or not containing in the same housing one or two of the following types of units: storage units, input units, output units
Under certain policy conditions, these restricted items may be exempt from the import licensing requirements. These exemptions include restricted items shipped as baggage, small quantities shipped via post and courier, a limited number of items sent for research and development, testing, benchmarking, repair, re-export, or return, and computers or services considered essential parts of Capital Goods or if such imports have been shipped against an irrevocable commercial letter of credit executed before the date of such imposition.
