DCMA Decommissions Duty Free Entry eTool System

On January 18, 2023, in Cargo Systems Messaging Service (CSMS) #54755941, the U.S. Defense Contract Management Agency (DCMA) announced that the Duty-Free Entry (DFE) eTool System was decommissioned on January 15, 2023.  This tool was replaced by a new platform, Procurement Integrated Enterprise Environment (PIEE).  In PIEE, importers are responsible for generating emails to brokers to create the duty-free certificate form as brokers to not have access to the platform.  The DCMA DFE Team will review completed duty-free certificate forms, and another email will be generated linking to the approved DFE certificate.

The systems change does not impact documentation requirements for entries.
