In an Executive Order published on April 9, 2025, the White House announced the pause of the country-specific ad valorem duty rates originally announced in Executive Order 14257.
These duties have been suspended until 12:01 Eastern Daylight Time on July 9, 2025. The Executive Order states that while the country-specific rates are paused, all articles imported into the United States from Annex I in Executive Order 14257 will still be subject to an additional ad valorem duty rate of 10%.
In addition, in response to China's retaliatory tariffs against the United States, this Executive Order raised the additional tariff rate for China, Hong Kong, and Macau from 84% to 125% for goods entered for consumption or withdrawn from a warehouse for consumption on or after 12:01 Eastern Daylight Time on April 10, 2025.
CBP provided guidance on these changes in a Cargo Systems Messaging Service (CSMS) bulletin published on the same day as the Executive Order. This guidance reviews the Harmonized Tariff Schedule (HTS) classification for the 125% duty rate for products from China, Hong Kong, and Macau and the 10% additional duty rate for other countries.
