CBP Updates CBMA Procedures and Requirements

On February 8, 2019, U.S. Customs and Border Protection updated the Craft Beverage Modernization and Tax Reform Act of 2017 (CBMA) filing procedures and requirements in Cargo Systems Messaging Service (CSMS) #19-000053. The CSMS provides updates to systems, clarifications and reminders.

Some of CBP’s updates include:

  • The timeframe for importers to submit supporting documents for 2018 entries with CBMA claims is extended to February 28, 2019;

  • Importers and/or filers may now submit CBMA documents via Document Imaging System (DIS) XML as well as via DIS email;

  • Merchandise entered into a warehouse will only be eligible for CBMA benefits if the importation took place in 2018 or 2019;

  • CBP will now allow the CBMA Spreadsheet to include multiple entries under one importer of record (IOR) number;

  • The file naming convention has been updated for the CBMA assignment certification and controlled group spreadsheet.
