On October 18, 2019, U.S. Customs and Border Protection (CBP) issued Cargo System Messaging Service (CSMS) #40295078 reminding drawback claimants about the process for determining if merchandise falls under the “’other, other’ basket provision” in drawback substitution claims.

The original classification and tariff description from the date of entry must be included on the drawback claim, even if the classification has changed at the time of drawback claim submission.

CBP also notified claimants that the Drawback Basket Provision Indicator (DBPI) report is no longer available.
