CBP Provides Guidance on the Fifth Round of Section 301 List One Exclusions

On June 7, 2019, U.S. Customs and Border Protection (CBP) published Cargo Systems Messaging Service (CSMS) # 19-000289, which provides guidance on the fifth round of product exclusions to Section 301 list one.

CBP’s guidance provides instructions to filers on the proper reporting of the product classifications of the Harmonized Tariff Schedule of the United States (HTSUS) and reminds importers that the exclusions are retroactive to July 6, 2018. Additionally, CBP advises importers that they may protest any entry that has already liquidated which may be subject to the exclusions.

CBP will implement the functionality of the fifth round of product exclusions in the Automated Commercial Environment (ACE) on June 11, 2019.
