CBP Posts Drawback Simplification Newsletter

On January 31, 2017 U.S. Customs and Border Protection (CBP) released Cargo System Messaging Service (CSMS) #17-000047 announcing the publication of a Drawback Simplification Newsletter. This newsletter provides guidance and deployment information on the Trade Facilitation and Trade Enforcement Act of 2015 (TFTEA) Drawback developments.

According to the Newsletter, the TFTEA drawback program, “provides numerous, significant enhancements to the drawback laws under 19 U.S.C. § 1313, long-sought over the past decade by both CBP and the trade.”

The enhancements include changes to the below topics:

  • Eight-Digit HTSUS/Schedule B Substitution Standard
  • Drawback Refunds
  • Electronic Filing
  • Drawback Recordkeeping
  • Drawback Filing
  • Supporting, Transfer Documents

CBP plans to post a monthly Newsletter through February 2019.
