On March 17, 2020, U.S. Customs and Border Protection (CBP) issued guidance in Cargo Systems Message Service (CSMS) #42048963 on the tenth round of product exclusions for List 3 of the Section 301 trade remedies and in CSMS #42049352 on the second round of product exclusions for List 4A. These rounds of product exclusions contain certain medical supplies of Chinese origin.
According to the CSMS messages, importers may request administrative refunds on shipments filed on or after September 24, 2018 for List 3, and September 1, 2019 for List 4A. Refunds can be requested via a post summary correction (PSC) if the shipment is within the PSC filing timeframe, or via protest for entries that are beyond the PSC filing timeframe. The List 3 exclusions will be available through August 7, 2020. The List 4A exclusions will be available through September 1, 2020.
