On July 31, 2020, in Cargo Systems Messaging Service (CSMS) #43531632 and CSMS #43534641, U.S. Customs and Border Protection (CBP) issued guidance on the recent amendments of specific Section 301 List 1 and List 2 exclusions and the addition of List 4A Round 8 product exclusions.

One exclusion was removed from Section 301 List 1 Round 10 in Federal Register Notice (FRN) 85 FR 42970. Eight technical amendments to Section 301 List 2 Round 4 were announced in 85 FR 43291, adding one exclusion description and modifying seven others to accommodate tariff changes. CSMS #43531632 indicates that these changes are “retroactive to the date of publication of the original exclusions and do not extend the period for the original exclusions.”

List 4A Round 8 product exclusions were announced in 85 FR 44563 and cover 11 ten-digit subheadings and 53 product descriptions. These exclusions are valid from September 1, 2019, through September 1, 2020.
