CBP Issues Guidance on Eighth Round of Product Exclusions for Section 301 Trade Remedies

On August 7, 2019, U.S. Customs and Border Protection (CBP) issued guidance in Cargo Systems Messaging Service (CSMS) #39268267 on the eighth round of product exclusions for the Section 301 trade remedies. This round of product exclusions contains products affected by the List 3 action on products of Chinese origin worth an approximate $200 billion in annual trade value.

According to the CSMS, importers may request administrative refunds on shipments filed on or after September 24, 2018. Refunds can be requested via a post summary correction (PSC) if the shipment is within the PSC filing timeframe, or via protest for entries that are beyond the PSC filing timeframe. In addition, CBP reminds importers to refer to CSMS #18-000657 when filing entries with multiple Chapter 99 headings or subheadings.
