CBP Issues Guidance for Electronic In-Bond Business Processing

On August 8, 2018, U.S. Customs and Border Protection (CBP) issued guidance on the electronic processing of in-bonds in a document entitled “Automated In-Bond Processing Business Process Document.”

The document outlines major changes to the in-bond regulations, some of which include:

  • The elimination of a paper form 7512 for most forms of transportation;

  • Time frame changes in the Air Commerce Regulations;

  • A 30-day maximum transit time for most forms of transportation while under an in-bond;

  • A requirement that carriers, brokers, and filers electronically request and receive permission from CBP before diverting in-bond merchandise;

  • A requirement that carriers, brokers, and filers report the arrival and location of the in-bond merchandise within two business days of arrival;

The document also indicates that a 6-month period of deferred enforcement for the new requirements began on August 6, 2018. This period ends February 6, 2018.
