On October 7, 2022, the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) announced the implementation of updated export controls to “restrict the People’s Republic of China’s (PRC’s) ability to both purchase and manufacture certain high-end chips used in military applications and build on prior policies, company-specific actions, and less public regulatory, legal, and enforcement actions taken by BIS.” The new controls include additions to the Commerce Control List (CCL), new license requirements, and revisions to BIS’s Unverified List.
The effective dates for the changes are broken into three phases beginning October 7, 2022, October 12, 2022, and October 21, 2022.
On December 7, 2022, in a Federal Register Notice, BIS announced the extension of the comment period through January 31, 2023.
