Description:
Every day, Trade Compliance and Logistics personnel must make decisions to ensure their goods are imported and exported expediently, compliantly, and at the best possible duty rate. This practice is driven by proper HTS Classification, but supported by duty mitigation strategies using savings programs like Free Trade Agreements and Duty Drawback.
In this session, Tradewin experts will focus on the fundamentals of all three programs: HTS Classification, Free Trade Agreement Use, and Duty Drawback. Participants will come away with a broad understanding of all three programs, and enhanced knowledge of industry updates such as TFTEA Drawback and the US Mexico Canada Agreement.
We will review the rules and provide suggestions on how to best manage these programs.

Larry Tobia, Principal, Drawback Services
For more than 30 years, Larry has been working with the U.S. trade community designing, implementing and managing Customs duty and fee recovery programs of all types. He's worked with companies of every industry including automotive, chemical, retail, and pharmaceutical. Since 2000, Larry has been Principal for U.S. Drawback Services at Tradewin.
Larry serves on committees for AAEI, NCBFAA, and the CBP Trade Support Network. He is a Licensed Broker and holds degrees in Accounting & Finance from Pace University/NYC.
Matthew Springate, Principal, U.S. Consulting Services
As Principal for Tradewin’s U.S. consulting practice, Matt brings extensive experience in working with importers and exporters to perfect their compliance operations. He specializes in duty recovery programs, preferential trade agreement qualification, tariff classification, prior disclosures, and audit support.
Preceding this role, Matt was Principal of Tradewin’s European practice for five years, based in the United Kingdom. There, he managed a team of consultants across multiple European countries providing both tactical and advisory services for customers. Prior to relocating to the UK, Matt served as Tradewin’s Manager of U.S. Duty Drawback services, and as an Advisory Services Consultant.
Matt holds a Master of Arts degree in Diplomacy and International Commerce from the University of Kentucky and a Bachelor of Arts degree in Political Science from Furman University. He is a Licensed Customs Broker and is IATA/FIATA Certified. Matt is based in Boston, Massachusetts.
Norman Lubeck, Esq., Senior Manager, Global Trade Advisory Services
Norm joined Tradewin in 2011, continuing a successful career in international logistics and trade compliance that began in 1987. Norm has more than 24 years of experience in the private sector advising multinational corporations on international trade and customs matters. He has been Trade Counsel for a logistics management firm and has managed the Trade Compliance departments for several multinational corporations. Norm's technical background includes expertise in Focused Assessment, Prior Disclosure, CTPAT, NAFTA and other Trade Preference Program compliance, and Export Compliance, and he maintains proficiency in a broad spectrum of international trade topics that are essential in today's regulatory environment. Norm holds a B.A. from Middlebury College and a J.D. from Suffolk Law School. He is a U.S. Licensed Customs Broker and a member of the Massachusetts bar.
