Office of Management and Budget Releases Government Reform Plan

On June 21, 2018, the Office of Management and Budget (OMB) released the Government Reform Plan, which will reorganize several federal agencies.

The proposed changes direct the US Department of Agriculture (USDA) to consolidate the food safety functions of the Food and Drug Administration (FDA) with the Food Safety Inspection Service (FSIS) into one agency called the Federal Food Safety Agency. The FDA would be renamed the “Federal Drug Administration”, and “would focus on drugs, devices, biologics, tobacco, dietary supplements, and cosmetics.”

Additionally, the Government Reform Plan proposes the merging of the National Marine Fisheries Service (NMFS) with the U.S. Fish and Wildlife Service (FWS), which both administer the Endangered Species Act (ESA) and the Marine Mammal Protection Act (MMPA). According to the proposal, the combination of the two agencies would “…simplify and bring greater clarity and consistency to the administration of the ESA and MMPA…”

The Government Reform Plan contains several additional changes for other government agencies as well.
