'Snow Day' Granted By CBP to JFK-EWR Ports; U.S.-Panama Trade Agreement Formally Implemented

"Snow Day" Granted By CBP to JFK/EWR Ports

As a result of Hurricane Sandy, and at the request of the New York and Newark trade community, U.S. Customs and Border Protection (CBP) issued CSMS #12-000478 & several Informational Pipelines for the port of New York/Newark announcing that 'Snow Days' will be granted for the week of October 29 through November 2, 2012. As a result, CBP will grant more time on entry summaries and payments of duties that were due between these dates. Any questions regarding entry summaries should be directed to the CBP Field Operations Division in New York.

Ocean terminals remain closed until power is restored and all equipment and systems are tested. More information will be distributed as it becomes available.

U.S.-Panama Trade Agreement Formally Implemented

On October 30, 2012, President Obama issued a Presidential Proclamation to formally implement the U.S.-Panama Trade Promotion Agreement (TPA), and to make technical amendments to the U.S. Harmonized Tariff Schedule (HTS) to maintain consistency with the Implementation Act signed into law on June 28, 2007 and other U.S. regulations.

The Proclamation states that the changes implemented on the HTS include:

  • Rules to determine if imported goods are eligible for preferential treatment under the U.S.-Panama TPA
  • Information on certain treatment for goods originating in Panama
  • Panama's removal from the list of beneficiary countries under the Generalized System of Preferences (GSP), the Caribbean Basin Economic Recovery Act (CBERA), and the Caribbean Basin Trade Partnership Act (CBTPA).

The U.S.-Panama Trade Promotion Agreement entered into force on October 31, 2012.
