ITC To Issue AD-CVD Orders on Chinese Solar Panels

On November 7, 2012, the U.S. International Trade Commission (USITC) issued a press release announcing their determination that Crystalline and photovoltaic cells and modules imported from China are being sold in the U.S. at less than fair value, and consequently, anti-dumping and countervailing duty orders will be issued.

According to the press release, the was a majority vote from the Commissioners with respect to critical circumstances. Therefore, the release notes that " the antidumping and countervailing duty orders concerning these imports will not apply retroactively to goods that entered the United States prior to the date of publication in the Federal Register of the Department of Commerce's affirmative preliminary determinations."

  • 8501.61.0000
  • 8507.20.80
  • 8541.40.6020
  • 8541.40.6030
  • 8501.31.8000
