BIS Updates Crude Oil Export Licensing Policy

On December 18, 2015, the Bureau of Industry and Security (BIS) announced that when exporting crude oil, a Department of Commerce license will no longer be required. The crude oil classification has now been updated to EAR99 and in most cases may be exported as NLR (no license required).

It should be noted however, that if a country or person is listed as sanctioned or embargoed they will continue to require authorization. This also includes, those listed in parts 744 and 746 of the Export Administration Regulation (EAR) and any person who has had their export privileges denied.
