CBSA Extends FAST Lane Eligibility

On December 9, 2019, Canada Border Services Agency (CBSA) published Customs Notice 19-23 amending the eligibility criteria for Free and Secure Trade (FAST) membership to extend to carriers and importers solely in the Partners in Protection (PIP) program.  Prior to this notice, highway carriers and importers were required to be members of both the PIP program and the Customs Self Assessment (CSA) program.

Included in this change is the new pre-arrival generation of two notices: the FLE notice, which informs the carrier of eligibility to use the FAST lane, and the FLI notice, which informs the carrier of ineligibility to use the FAST lane.

Customs Notice 19-23 outlines the process and criteria and also notes that this change is currently limited to highway shipments only at the following ports:

  • 0410 Fort Erie, ON;
  • 0440 Sarnia, ON;
  • 0502 Emerson, MB;
  • 0813 Pacific Highway, BC.
