In a Federal Register notice to be published on May 10, 2017, the Committee for the Implementation of Textile Agreements (CITA) posted their determination that certain twill weave fabric is not available in commercial quantities in countries participating under the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR). CITA is adding this product to the list in Annex 3.25 of the CAFTA-DR agreement in unrestricted quantities.
The specifications listed on the notice is for two-way stretch polyester/rayon/spandex twill weave fabric consisting of a plied polyester/ray staple with spandex filament, which is classified under Harmonized Schedule Tariff 5515.11.
In the notice, CITA explains that "the CAFTA–DR Agreement provides a list in Annex 3.25 for fabrics, yarns, and fibers that the Parties to the CAFTA–DR Agreement have determined are not available in commercial quantities in a timely manner in the territory of any Party.” The notice also advises this list may be modified upon determination by the President of the United States.
The effective date of this Federal Register notice is May 10, 2017.
